What is the best analog to digital converter?

I'm looking to transfer a VHS video onto my PC, I want to be able to edit the video for quality as well and take screen shots within the video. What is the best and most affordable hardware out there? I'd preferably like it to be external, and have good software that comes with it.

The original video I want to transfer has some tracking issues, so I would like to be able to fix that and colour/clarity, so I would appreciate some reccomendations for great software for that purpose.

    Bundled software is generally not that great.

    Fixing tracking issues will probably not happen - especially with bundled software. Fixing clarity and audio will be issues, too - the better the source is, the better off the end-product will be.

    Color is generally easier to modify - especially in higher-end products like Sony Vegas.
