Are you actually trying to supplement your home's electrical system?  If so, I really do not think this is a realistic "weekend warrior" project.  However, if you just want this to charge a 12 volt car battery, that powers lights on your deck, you can use an old VW bug generator and a homemade set of windmill "blades that are actually four canvas sails.

I see that you didn't include "fastest". That's good because it would take a lot of work and time putting together the parts and building it.
