  10. Surrey has a particularly low crime rate, Jobs are readily available as its a thirty minute commute into London or Guildford. The health system is as could as can be in England i suppose however the cost of living is horrendous. Liverpool is probably the worst in regards to crime and job availability however the cost of living isrelatively cheap and the hospitals are fantastic.
