You really can't go wrong on your 21st at a Mexican restaurant in Houston.  At most of them, you buy margaritas or beer by the pitcher, and Mexican food is full of carbs-- which means that it takes longer to get wasted.  Also, most Mexican restaurants have a bar/ party atmosphere.  Happy B-Day.
