What is the best biography of England's Queen Elizabeth-I (the 1st)?

I just saw a great British movie (mini-series) on PBS title "The Virgin Queen". It is about Elizabeth the 1st. Please recommend good books about her.

    Do try Alison Weir, Alison Plowden, David Starkey, Christopher Hibbert and Antonia Fraser.  There are so many biographies about Elizabeth I that it's hard to choose!

    The best TV series on the Queen is one made by the BBC in 1971, called "Elizabeth R" starring Glenda Jackson.  It was excellent; but I seem to remember that it showed Elizabeth and her cousin Mary, Queen of Scots meeting, which is a bit of artistic license as they never did meet!
