What is the best black eyeliner?

All the eyeliners i own either smudge down my eyes, or just doesn't stay? I hate liquid liner for the bottom lids because its hard...what is the best brand that isn't very expensive?

Milani Easyliner for eyes retractable pencil is amazing!  it stays ona really long time and never drips or runs or anything!  its really soft and i got it at wal mart for about 3.50!
