Blogger/Blogspot (http://blogger.com ), Wordpress (http://wordpress.com ) and Livejournal (http://livejournal.com ).

I use Yahoo! 360 - which is a social-networking service that features a blog (http://360.yahoo.com/kee_y360 ).

Most blog services aren't ethnic-specific. Perhaps, some have more of one ethnicity than others, but the point is that you can do a search with keywords on each service to find other Filipinos. That's probably your best bet.
