What is the best brand of pearls for boba available in stores?

I cannot do mail order. Boba = bubble tea.

There is no one best brand, I buy the larger pearl or the also call sago tapioca, here in Toronto Canada, I buy mine in the various Asian sections of town, if you have an Asian market or district, both the Chinese and Vietnamese store will have them and I only pay less than $1 Cn for a 500 gram bag.

Ask them for them by name, say you want the boba tapioca for Bubble Tea.
