What is the best camcorder for a budget of <$250?

i realize it is not much to work with, but my parents gave me 250 dollars for xmas to buy a camcorder. it is mostly just for recording memories of our new baby.

i am leaning towards the mini DVD type because they seem convenient and easy to play back.

can anyone give me some good tips before i head to the store and put myself at the mercy of salesmen?

should i go to best buy , or will a walmart do just fine?? thanks !
