What is the best (cheap) program for DVD creation?

Specifically, I need to take a video which was created with PowerDVD and exists in 3 files and compress it into one file. 2 of the file are .99GB which is I guess the largest fil my program would create, and the 3rd is 402MB. The bitrate can be lowered because I just want it played back on the computer, and it is a copy of an old VHS tape anyway, so the quality of the original already sucked.
