What is the best cheapest city?

I live in the Seattle area, which is crazy expensive! I am wondering, what is the best place to live with decent cheap housing, good schools and a nice community?

I keep seeing Portland, Oregon in the top ten every time they do surveys on this exact question.  I have had a dozen friends go there to visit then they come home to pack up and move their permanently.  Since it is in your neck of the woods, it might be worth a look for you too.  I believe the schools must be good because 90% of the kids that live there go to public school which is a higher percentage than most other large cities.  Good Luck!

St. Paul Minnesota no questions asked...high schoolers have the highest ACT scores then any other city in the nation....also housing is pretty decent and cheap and everyone is Minnesota friendly (=...Its a beautiful city and pretty safe overall
