Very dangerous stuff if its old, contains asbestos, for heavens sake don't sand it and if you get caught dumping it even at the local amenity tip you are in the shat!

Get a plasterer in as previously mentioned.

Its quicker & cleaner to have a plasterer skim the wall to give you a new surface. Artex contains a plastic which is the very devil to remove.

Rip it off using a spatula-type tool, and re-plaster over the wall. Wait for that to dry and then paper it. :)

Whichever method you choose, and probably replastering is the best option remember (as said in one answer) old Artex contained asbestos.  I think it was outlawed around 1984/85 to use asbestos in Artex.

It depends if its proper artex or like the muck on my walls.[muck is being polite]. If its like my wall simply get a water sprayer,an old detergent sprayer will do,and a wallpaper scraper or chisel bladed scraper.Wet the artex and scrape it off.Be warned that you will need extra large quantities of elbow grease and determination but it CAN be done.

It doesnt matter which method you use, it's going to be messy.The last wall I de-artexed, I used a steamer to soften the artex then a scraper to remove it. Very time consuming, and by the way old artex contained asbestos so be careful

You can get a product called smooth walls, were you just spread it over the artex and you'll have a smooth wall ready for wallpapering. B&Q stock it. There's one by Pollyfiller and B&Q's own brand.

There is a product you can buy called X-Tex, which you paint over artex and then scrape off once it has softened.
