There are many cheap sites on the internet but it also depends on what type of travel/destination/time of year you are planning your vacation.  Typically booking air travel several weeks in advance and flying weekdays can save you some money.

Also booking air and hotel together is usually cheaper too.  I use the site below and so do many of my friends: www.AlmondTreeTravel.com.
