What is the best country to register a charity?

I am aware of someone who is interested in registering themselves as a charity for the poverty relief work that they do, however they do not know where they should register. Their main objective is to do this as simply and cheaply as possible. For example: The process can take months in Canada and cost between $500-5000 depending if the work is done by a lawyer or not.
