What is the best digital camera I can buy for under £100 in the UK?

Question

To be fair, the cheaper the better, but things I'm looking for:

1.Small (ish)

2.Optical zoom (at least 3X)

3.Fast shutter response and turn on time

Any camera experts out there, or anyone recommend me a camera they already have and love.

You won't get the last item on your list with a cheap compact, or any compact for that matter.

Try this company they deal direct with all the manufacturers and are often cheaper than other retail outlets, they also sell manufacturers grade 1 refurbs, (which means they're like new) full guarantee and all the 'bits', batteries, chargers, software etc..

By far the best camera that you can get in this price range with the features that you are looking for is the Olympus X835.  You can get other cameras around the same price have a higher resolution, the Olympus has 8 MegaPixels , the lens quality is second to none. It features a 3x Optical Zoom, 2.7" LCD screen, has a fast shutter speed and comes in at just 96 grammes. In fact it is so good I have just bought my girlfriend one!
