  1. Either the Leica M series or Hasselblad 500 series are considered the best medium format film cameras ever made. If you go to photography forums you are sure to find a least a couple of threads where professional photographers argue which company made the best film camera.

Of course, all the cameras listed above are very expensive, so if you are just a casual photographer, maybe just go with an old Pentax

  2. Well, I mean, that depends on the purpose of the camera. A 20x24 large format view camera with a decent lens would probably be towards the upper end of pure resolution and really give every bit of detail one could ever want in a landscape. Likewise, a discreet 35mm camera could be the perfect tool for urban documentary. You wouldn't use a small 35mm camera for serious landscape photography, and likewise, you wouldn't use a 20"x24" ultra large format camera for discreet urban documentary. Anyways, the best film camera is one that works in a way that allows you to have full control in your field of photography and otherwise gets out of the way to let you take pictures.
