The best fish is the shark, and it would have to be pretty small for a one gallon tank.

No fish are suitable as even bettas need at least 3 or so gallons.  I bet if you looked around you could get a bigger tank that is used for cheap, or if you can't wait a bit.  You could also get some other pet.
