I personally like the AT&T text-to-speech tool.

It allows you to save as mp3 which is very nice.

The best one I've found so far with the best voices is YAKiToMe! http://www.yakitome.com. It's a free text to speech website that has the AT&T Natural Voices for free, which normally cost big bucks. Also has lots of nice features including automatic podcasting and mp3 or wav output.
