What is the best gas powered veichel to get for riding around the neighborhood and city?

I want to buy a gas powered transporter but i cant find anything, my first choice was a pocketbike but now i have learned that the are illeagel, i am only 13 fyi, id like it to be under 700$, thanks

Actually he is not to young,in my state to ride a MOPED which is under 50 cc can be legally driven if you are over the age of 10 and you obey all street signs and rules.

Well if you are only 13 im guessin its gonna be illegal for you to be on anything gas powered on the roads. Ride your bicycle
