Under 400?  You're pushing it.  There is a night Jaguar set of binoculars that will give you an entry-level performance for about 500, but it also comes with a 90 power mag.  Wanna spend about 300?  Get and ATN Night Spirit preferably Gen 2, but remember you get what you pay for.  If you're not getting shot at, either will do just fine.
