What is the best government format?

Obviously, the USSR failed, Laissez Faire doesn't work, a lot of the world's democracies and republics look retarded. A traditional Constitutional Monarchy migh work. All the philosophies of anarchy haven't been tested. The problem I have with nations with constitutions, is the fact that no one can write a constitution that can keep a nation safe forever. Only God could do that. So what do you think the best solutions are?

There is no single solution for all countries at all times, contrary to what the current US President thinks.  It depends on what the current situation is at the time.

Yes USSR failed but it got them out of a despotic monarchy.   They weren't ready for democracy until later.  Same with China and Vietnam.  

The form of government has to evolve as the population evolves.

There is no perfect goverment ,just like there are no perfect people

We'll format our current government like a hard drive in November. That will be the best "format" for us.
