What is the best gps for a cheap price?

It helps if you give a price range.

If you want one that speaks street names, then I would go with the Garmin Nuvi 260W (W for widescreen which helps)

If you dont care if it speaks the names of the streets and it just says "turn left" rather than "turn left on Washington St."  then go with the Garmin Nuvi 200W.

you will not be disappointed.

if you want a basic system without the voice recognition, mp3 player, bluetooth etc... get a garmin nuvi 200.
