  1. Probably St. Augustine.  It goes dormant and looks brown part of the year, though.  Have you considered xeryscaping?

  2. I would also go with bermuda.  bermuda will go dormant in dry hot conditions but will not die.  St Augustine needs alot more water to keep alive and is not a good grass for water conservation efforts.

  3. You need Bahia grass. It is drought tolerant, inexpensive an stays green with minimal watering.

St. Augustine, Zoysia, and Bermuda are all high maintenance.

St. Augustine can't be grown from seed, plus it requires a ton of water.

Bermuda Requires a lot of fertilizer and water to keep it green.

Zoysia is ok, but far more expensive.

  4. Bermuda ... but get a hybrid as sod (sheets of grass with roots and dirt) because it's a far better grass.

It's the best grass for the low desert.

  5. You need a warm season grass.  St.  Augustine Grass is susteptible to a virus known as St Augustine Decline.  Right now there isn't a lot known about it except that it is a virus and there isn't a cure for it, once you have it you can't do much to help the grass.  Bermuda is another option but Bermuda requires extra fertilizer feedings.  Another good option is Zoysia grass which is a good grass that isn't as much work as Bermuda.
