sorry! i meant hawaiin ISLAND! and what is the best time of year to go?

The best Hawaiian island by far for beginners would be Oahu. The best time to go would be during the summer time. I recommend learning at Waikiki or better yet, Diamond Head (cliffs). There are lots of places that will teach you how to surf along side Waikiki beach as well as rent boards.
