Go for resort instead. Costa Sand Resort or Sentosa Beach Resort is value for money as you can cook your own meal to save money, near to public transportations and its family friendly. It's more worth than staying in hotel as a family as family rooms in hotels in Singapore is very expensive.

Uhh Raffles hotel is indeed the best. You can go to Quality hotel as it is much cheaper.
