Whatever you prefer. The lower the number the deeper the hollow and the more grip you get. Most people start at 1/2 and then figure out if they want more or less grip from there.

The cuts are simply how deep your skate is sharpened. they have a carved out hollow in the middle of the blade that can be deeper or shallower to your preference.  a cut of 1/2 means that the skate will be cut with a wheel that has a radius of 1/2 inch- so if the arc formed by the carved away part of the skate were carried around to a full circle,  the circle would have a radius of 1/2 inch, or a diameter of 1 inch, about the size of a quarter. the smaller that circle is the deeper it will go into your blade, giving you more grip.
