What is the best makeup primer for the money (preferably a small amount lol)?

Do you mean like a foundation?  If you want to get a lot for your money, I recommend Revlon ColorStay with SoftFlex.  It goes on like silk, and it smells like Bailey's Irish Cream.  It makes your skin look flawless and it is only about $8.00

Well it depends, like if you're willing to pay 18 bucks for a primer, I'd have to say Urban Decay's Primer Potion, it's the best i've used.

But if you're broke and you need a good primer,

put some chapstick on your finger, and rub it on your eyelid, make sure the chapstick doesn't have a tint.

Both of them work wonders. :)
