I'm now starting a travel business and looking for a software package that could support back-end operations. What is the best/most common tour operating software that you have ever heard of?

mostly it depends on your closest  air hub and who the major carrier is...

Call several travel agencies in the area and ask who they use.

You will need someone with 2 yrs of travel office management experience just to qualify you with the airlines. It's not quite as easy as it looks.
