What is the best movie editing software for free or low price?

I have a windows XP so imovie isn't an option. I have a sony DV camera, and I have the windows movie maker, but its a bit simple for what I need. I would like more editing techniques!

There's very little free stuff and WMM is probably the best.  AVS Video Editor is good for the price, but I think Sony's Vegas Movie Studio is top of the pile.
