It is zinc oxide.

Zinc oxide provides the best broad spectrum protection against both UVA and UVB rays, compared to all other known physical and chemical sunscreen agents, according to the Environment Protection Agency. See the table here:

The next best mineral is perhaps titanium dioxide (see the table. This is often added as an alternative to many sunblock creams.

Zinc oxide is also soothing for the skin, especially if chapped, sunburnt, has acne sores or other blemishes. Its often added to acne creams and nappy (diaper) creams. In the latter it acts as a protective barrier. In acne creams, the zinc acts to decrease the skins natural production of sebum, the latter  which blocks pores and thus contributes to all pimples.

Do bare in mind also that some plants have natural agents that act against the suns rays. This is still an area that largely unexplored scientifically, and thus clinically. One such plant is deemed to be the Edelweiss. It is found growing at high altitudes...in areas where you would need a high sun-protection factor if you were to visit there. See how nature is wondrous.

PABA, a B Vitamin also has sunblock properties and is often found in many over-the-counter sun-creams.
