Okay, I don't know for sure, but I'd guess that either by doing a bunch of quests for either Illusen (Meridell) or Jhudora (Faeriland) and getting the weapons at the end. Either that, or go to the Hidden Tower once you have about a million or so neopoints (the Hidden Tower, if you don't know, is to the left of the Faerie castle; it's invisible, but you'll see your mouse turn into a pointer; but lately, I've been having trouble getting there, so I'm not sure if it's my computer, the website, or what, but give it a check) and find some really cool and powerful weapons there.
