If you make a few LONG calls, the "Cuba Prepagado" is 6c/minute with 3 minute rounding and 69c twice monthly maintenance fee.  If you just make really long calls the fee and rounding doesn't matter as you can just talk until the card is used up.  If you make many short calls, the "Xtra Clean" at 13.4c/min is a better deal as it has 1 minute rounding and no fees.  See the link I've provided under Source(s).  They give you the card electronically via email so no shipping.  You pay and you can use it right away.

Tel3Advantage is 14.5c/min to Philippines so I wouldn't consider that a better deal...
