What is the best place to get black eyeliner for cheap?

i can't find a good eyeliner for CHEAP! Like under $10 or even better if under $8. Any ideas?

believe it or not...have you tried "dollar tree" most of those have /carry overstock of "name brand" products and I've seen  black eyeliner for $1

like cover girl not just the cheapy brand. Also, walgreens with coupons and clearance racks you can score major (like under $1)  depending on your state (nj is where I'm at).

they have a great liquid eyeliner that is so nice and easy to put on quickly at target or walmart or fredmeyer. Its covergirl, and its the only liquid eyeliner they have...I think its around 8 dollars.
