My two choices would Ecuador or Peru... These are full of culture and beauty.... I traveled very cheaply in both countries... The American dollar has made commerce in ecuador very simple, however the nuevo sole in Peru also has a good exchange. It has been 5 yrs since I was there, so I am not sure what the exchange is. There are beuatiful spots to go that are not as touristy in both locales. However it may be more necesary to know the language in some of those spots. Ecuador has beach resorts that are not as well known, some of which are cheap, and very beuatiful. Bahia de Caraquez was the one I visited... I would recommend. There are cheap flights with in the country in both countries, and Buses are also very cheap. You will find an average of 1 dollar an hour on loger haul rides. Quito, I found to be a beutiful city, and Cuenca also... there are cheap hostels that are still quite nice. Cuenca has some very interesting history, and is one of the safer, cleaner cities of the Country. There is also some very interesting and cheap tours through the amazon. I spent a month out there and REALLY recommend.

Peru has also nice buses that travel cheaply. I recommend tours into the Andes, away from Cuzco. Prices are higher there because of MachuPichu. Cajamarca is an interesting alternative... and there is a very interesting tour where you are able to help build a stove for the natives and eat with them, staying amongst the people. It is very cheap, and is an excellent way to get to know the culture. You can learn about it the site below:
