Both places are good. It depends what kind of business you are planning to have and where in the city you would be able to find a location for your business. It can have a great effect on it both good or bad.

You would have to do your feasibility study and check with local authorities what are requirements for starting a business, what would be amount of taxes and payments you would have to make etc.
