  3. No matter where you are you should look towards the constellation of Perseus. Optimal viewing conditions is a place with no street lights, clear sky just after rain and no moon shine. They begin in late July and are most intense during the nights of 11-12 and 12-13 August. However around these dates this year it seems like the moon will be almost full. Try to find a time when the moon is still down and perseus up.

  4. Just find the darkest place you can find.  North Jersey is in one of the worst light-polluted areas in the world.  That is going to have a significant affect on what you will be able to see.  Still, you should be able to catch a few of the brighter ones.

    If you go about 100 miles to your northwest, you'll find some fairly dark sky.  Here's one map:
