What is the best product to use to fill in hair that is just growing in from pulling?

This is for a 14 year old. His hair is growing back. I have used a brown eye liner pencil and hairspray however, his hair looks red in the sun light. His hair is close to dark brown.

Perhaps you go to the doctor, they should be able to recommend something that works well.

To help the hair regrow, massage the area several times a day to promote hair growth.

you might want to try the rogaine foam. i've heard it works pretty well. or you can get cortosone injections where the spots are.
