What is the best program to make a canvas design for a T-Shirt?

I want to design one to enter into a contest but i wanna get the best program to do it..

I would definately recommend GIMP.org.  It was recommended to me at Cafepress.com and I have been using it ever since.  It is easy to use and it's free.  Check it out!  You could see some of my designs using GIMP here... http://www.spotlighttees.com
