Dreamweaver is probably the best if you can afford it.

Frontpage is okay and its alot cheaper to (but it can be a little annoying with tables)

Microsoft Expression Web or if you want the full package Microsoft Expression Studio, which includes picture editor, video editor, blend allows you to put video and pictures together. Just the Web product though really does make creating pages easy especially if you take the time to create a web template. Being able to update the background or the main theme of a 15 - 20 page website with the click of a button.

Using a program to create a website is only one part. You also need a web host. Instead of doing these two things separately, you can do both and create your own free website with Microsoft Office Live Small Business - http://tinyurl.com/officelive . It has a free design tool that allows you to create web pages without coding. It has no ads and has 500mb of web space. MS is giving a free domain name for the 1st year.
