In my opinion, the "best quality" bow and/or arrow available is the one I don't have, which I can't afford right now anyway.

Really, "best quality" depends on so many various factors that one person's definition will most likely not be not the same as another person's. Hoyt, Samick, etc may make some really high-quality equipment, but so does Bickerstaffe (some of the best-quality wood longbows available...).

"Best quality" depends a lot on what the person using the equipment happens to like, how they use it and how much they want to (or can afford to) spend on it.
