Depends on personal preferences, but some of my favorites(and not too expensive either):

Cafe Havana - Authentic Cuban food, corner of Elizabeth and Prince

Ollie's - Excellent Chinese, 42nd and 9th

Yum Yum Bangkok - 3 Course Lunch/Dinner Specials, good food, 46th and 9th

Veselka - Ukrainian Food, 9th and 2nd

I would say Katz, BLT Steak, or Ben Bensons. Those are probably the three best in the city
