Le Bec Fin lost it's charm (and a star) years ago, and still has never caught up to what they were in the past...it's just a name anymore, and an old one at that.  

Someone else mentioned Amada, which truly is one of the best restaurants in the city right now.  There's also Vetri and Osteria, both owned by the same chef (Mark Vetri) and his Italian food and seafood is some of the best on the East Coast.

Stephen Starr has a lot of offerings in the city, but anymore, it seems like he's just churning out the same c**p that people go to just so that they can tell their friends at work on Monday that they spent money at a Stephen Starr restaurant.  There's nothing too impressive about his spaces and the food ain't the best in the city (it's typically good to excellent though...not trying to knock them).

Depends on what you like to eat.   If you like Japanese fusion, Morimotos is great.  (Of course it's owned my Masaharu Morimoto of Iron Chef fame.)   City Tavern is good and is historic.  For seafood try DiNardos or ... d**n I can't believe I forgot the name.   Chef Jaques Perrier gave back his 5 star rating because he said he wanted to have fun with his food.  Plus, young people don't eat classic French cuisine, but he owns Le Bec Fin and another restaurant on the same block on Walnut St.  Striped Bass is the restaurant from the 6th Sense and many people like it.   I would steer clear of Main Street those restaurants are needlessly expensive.  There's some great Thai places on U of PA campus and of course in China Town.  Siam Cuisine on Arch St comes to mind.  Also, Philip Poon's.  

But to finally answer your question, the best restaurant is supposedly The Fountain restaurant in the Four Seasons Hotel.

Vietnam Restaurant is a classic favorite with many locals. It depends what you like. I see a few people are mentioning Le Bec Fin, which is fine dining. If you are looking for something more casual, try Monk's for the beer, burgers, and mussels. Good Dog also has good burgers, El Fuego has the best burritos, and Jones is good for salads and comfort food.

If you want to spend some money and try something different, Amada is great for tapas. Really a hot spot right now and you'll need reservations.

Take the ride to Doylestown and go to Melograno's if you like Italian. The best Lobster Bisque soup around.

I really enjoy:

- Dave and Busters, which is a family/adult entertainment restuarant on the Delaware River. It has a very large restaurant with an teen/adult arcade which is a lot of fun! You can even get play cards with your dinner/lunch!

-The Spaghetti Warehouse has amazing Italian food and reservations are not required. It is very unique and you should def. try it out!

-South street has TONS of shops and TONS of food. You can find everything and anything there. Check it out!

-The Reading Terminal Market- Which is right near the convention center is a history market with various types of food, ice cream, candy and so much more. It has been on the travel channel and on the food network many times and is really well known.

-Other than those, check out Pennslanding (At the end of south street or near dave and busters) There is an amazing seafood restaurant and the Spirit of Philadelphia is a boat/restaurant on the water. You can cruise the night away!

When I'm in Philly, I always gotta head to Jim's on South Street.  The line is long, but the cheasesteaks are TO DIE FOR.  I love 'em.  This Texas girl can't get anything like 'em here, so I always make room in my luggage for one on the way home.
