What is the best restaurant that overlooks the niagara falls, and is also no SO expensive?

I want to take my boyfriend to a fun/romantic place to eat in niagara falls

The skylon tower looks like the most fun, but i only got to see the price for the revolving restaurant, not the buffet one that is less priced.

anyother place to take a boyfriend for a 4 year anniversary that is romantic, but fun at the same time?

there is probably restaraunts in those hotels....  also...after that maybe try the ferris wheel...   I just did that last week...it was pretty cool!
