Go to your local bike shop and see what fits you best.  They will measure you to find the right bike.  For under a grand the Trek 1.5 is great, so it the Specialized Allez.  There are plenty of great used bikes out there also, but I would start by going by the store.  Keep in mind everything that goes with it: helmet, pedals, shoes, clothing...the list goes on.

bikes direct had a motobecan grand sprint for 995.  all ultegra, carbon crank, carbon stays, light wheels.  a good bike for the money if they still have your size.

Fuji's are the best value for the money these day. The Fuji Roubaix models are the best bargain around. A used RC can usually be found for under a grand.
