Probably won't help you out any, but when I lived in illinois, I frequented this site!  Usually on your county, city, or state police website they'll have a link to something like this...usually under court records...

Hi there.

There are free methods but no free comprehensive websites that will do it for you. However, you can go to the SmartBack... site on the link below and do a free preliminary search on anyone living within the US. If you find something of interest you may pay a small fee of 30-50 bucks and get lifetime access to their records (CIS) and you can do unlimited searches. I've used them in the past and the records I got were very throurogh and comprehensive with more than 20 different records included....
