Irfanview is the way to go. It's free to download, you can easily resize pictures, and you can even change formats of a pic. For example, if you have a JPEG, you can convert it to a PNG, or GIF or whatever.

i use corel paint shop pro to resize all my images its a nice solution to adobe photoshop since its so expensive you can find it here for less.  I give you the link below.  Any of these will do although version 12 is the latest.
