  1. that is easy, the state you live in!! States will not be the first to certified you if you do not live there.

    After that you should be certified for any state you will practice in.  

    other that that, the states do have different requirements to getting the CPA, level of education, some require and ethics exam but all will require you to sit for the CPA exam.

    Generally only one thing really will matter when you are picking the state to get certified in, where you live and where you practice.
