What is the best thickening mascara and eyeliner?

Question

I want a mascara that will make my lashes look thicker, because they're already very long and wispy.

I want an eyeliner just to wear normally not on top of my eye.

It would be better if it was from one of the makes below

maybelline, rimmel london, no 7, 17, max factor, bourjois, loreal paris.

I love Maybelline as a drugstore makeup and use their liquid eye liner almost daily.  For mascara there is no comparison to Mary Kay.  Yeah, it's expensive, but it lasts longer and is simply fabulous!  I don't splurge for the $15 version, I just get the $10 tube, but it still works wonders.  And their makeup remover is the most gentle I have found.  You hardly need any and the makeup seems to melt off.
