There are cleaners you can buy specifically for cleaning games. They're usually found at game stores.

You can try a paper towel and alcohol. Those two usually work pretty well.

If you need to get rid of scratches and don't want to waste money on expensive cleaners, try using car polish.

I have used car polish on very badly scratched compact discs and they play without skipping now!  Just think - it is designed to take small scratches out.  

Apply a small amout of polish, use a soft, clean damp cloth to rub the polish in small circles.  Wait for the polish to dry to a haze, clean off with a clean dry soft cloth.  Test disc, if there are still problems then repeat.

Like he said, alcohol works, I wouldnt use a paper towel though, you would want to use a soft cotton cloth.

But again, best bet would probably be getting a cleaner specifically designed for games, they have them at any Best Buy or video game store, they even have devices that will remove some surface scratching.

Another thing with PS2 is you can get a product that cleans the laser eye itself thereby making it read disks easier even through minor scratching.
