ok this may not cost as much as you had on your question unless you get a real photographer to do it. You can get in a swim suite and go to a beach or lake and write "I love you" in the sand and have someone take the picture of you. take it with black and white film and get a nice picture frame to put it in. he will be really impressed that you really went out of your way to do something like that for him.
